United Nations Council Approves Trump's Gaza Strip Peace Plan
The Security Council has approved measures put forward by the US president for securing a long-term stability in the Gaza Strip, featuring the stationing of an multinational security unit and a potential avenue to a sovereign Palestinian state.
Broad Support with Notable Absent Votes
The proposal was approved by a count of thirteen in favor, with Russia and China choosing not to vote. America's representative Mike Waltz addressed the council chamber that it set “a fresh direction in the area for the conflicting parties and all the residents of the area alike”.
Negotiated Language on Palestinian Statehood
The inclusion of allusions to an independent Palestine was the price the America offered for endorsement from the Arab states, who are likely to contribute security forces for the multinational unit.
“The transitional arrangements that we begin today must be executed in accordance with legal norms and upholding Palestinian self-determination,” the UK chargé d’affaires declared.
Netanyahu's Resistance Remains
Nonetheless, on the verge of the council decision, leader Benjamin Netanyahu reaffirmed his administration's strong objection to the creation of a sovereign Palestine, casting doubt on whether the Israeli government will accept the implementation of the UN-mandated proposals.
Central Components of the Proposal
- Swift elimination of existing limitations on humanitarian aid into Gaza
- Establishment of an multinational peacekeeping unit
- Moves towards rebuilding and a possible “avenue to Palestinian self-determination and sovereignty”
Vague Phrasing and Conditions
The reference to Palestinian statehood was a compromise addition to an initial US draft which omitted it. But the language is ambiguous and conditional, declaring only that once the Palestinian leadership has undergone changes and the rebuilding of the strip is under way, “the circumstances may finally be in readiness for a feasible course to Palestinian self-determination and nationhood.”
Worldwide Feedback
The wording was insufficient of the firm commitment to the creation of a Palestinian state next to Israel sought by Arab countries, as well as European council members, but in addresses to the council after the decision, representatives from those nations said they were willing to endorse the settlement in the interests of prolonging the present ceasefire and swift steps to assist and secure the millions of Palestinians in Gaza.
“We has ultimately decided to endorse of this text, a measure that we approve its main goal, namely the continuation of the cessation of hostilities and the formation of conditions allowing the Palestinian population to assert their immeasurable rights to independence and nationhood,” the Algerian envoy stated.
Practical Difficulties
The resolution gives comprehensive monitoring control to a “board of peace” led by Trump, but of unspecified participants. This committee has to update the international body but it is not obligated by the wishes of the United Nations or by the Palestinian Authority.
Additionally, it requires the establishment of a specialized Palestinian group that is supposed to run daily administration of the Gaza Strip and the distribution of aid, but it is highly uncertain who would be involved.
Stabilisation Team Mission
The mandate of the international stabilisation force gives it authority to disarm and dismantle armed groups in Gaza, but it is far from clear that possible sending countries would be willing to confront such factions. No country has yet pledged to contributing forces.
Furthermore the criteria for reform of the Palestinian Authority, the prerequisite towards progress on independence, have been vague.
European officials said they considered it urgent that the identities of the Palestinian technocratic committee to provide utilities was agreed as promptly.
